Actually i think you can try China Glaze and Orly. But you have to buy from sprees would be cheaper. I love china glaze actually and it's below $10. I have more china glaze nail polishes than OPI. I just have some OPI which are of the newer collections which are unique colours like you don't know jacques and also the dark red colours that the have. The rest are orly and china glaze. =)

I agree with michiemich that you can get Orly and China Glaze from sprees less than $10. Or you can try The Face Shop. Though priced cheaply (think about $3-4), the colours are actually not streaky and nice.
The bad: Maybelline and some Sally Hansen colours (Some SH polishes are very streaky)

The Good: OPI. For myself, I like their pro-wide brush. Not sure if any cotters like that too.
But I do not have credit card to go spreeAnd prefer to look at the "Real thing". I need pro-wide brushes, or else cannot manage.
I use OPI and Face Shop nail colours. Sally Hansen's mega shine top coat, gives my nails a high shine finish and the shine and colour last for at least 10 days without chipping. And i mean 10 days of keyboard typing and housework.
One handy tip to recycle blushes and eye shadows ( powder and pigments), mix a small portion of the blush or eye colour powder in clear lacquear, turns into nail colour instantly. This is great for those who like to match their face makeup with nail colours.
I like Face shop nail colours but not their nail treatments. OPI Pro brush doesn't make a diff for me.
Anyone spreeing for china glaze and orly? i dun mind trying.
The Face Shop nail polish are nice and fanciful. But OPI are more lasting and glossy. I still prefer using OPI nail polish than any other brands.

The lighter colours are usually VERY streaky ( not sure it's just me or what )
i love china glaze, less than 10 and nice variety of colours.
When i organize my own spree, i can get OPI for less than $10 too.
For nail polishes below $10, I like Sally Hansen. Most of their colours are very lasting on my nails, except for Cherry Red (chips really easily despite using good top and base coats) and Black Out (becomes thick and gooey after a short period of time). My favourite SH colours are Hot Magenta and Ruby Stilettos.
Nail polishes from The Face Shop are also very subjective. Most of their colours are not lasting, except for PK106 which I think is quite durable for a $2.90 nail polish.
TFS nail polishes suck.They dont last.

p/s i do jog and usually wear open toe sandals ..

i think you can give china glaze a try.. wide range of beautiful colours and not ex!!
oh yes ! i love china glaze . they are below 10 too..
about 8 + if you get from sprees.
