Yes but that will depend on your previous conversation with the HR manager. Did she tell you that she'll call within a period of time? Is the job for urgent hiring or just for pooling? You can call after 3 days to check the status of your application

Yes it is important to follow up. Wait at least 3 days or so. It is better to know the result whether positive or negative than to wait for the job like forever.
